Hello Everyone, I hope you have a Happy Thanksgiving!

November Topics:

1) Update on the light at Apremont Highway and Rt. 202:
At the end of October, I inquired to Mike McManus as the light was not installed as planned. I did not hear from Mr. McManus and then learned he had submitted his letter of resignation.
Our City Engineer informed me that he understands there are some issues with the foundation design for the mast arms that need to be resolved. Unfortunately, he also believes the light will not be installed this year and that it will probably happen in the spring of 2022. He indicated he will try to resolve this issue, but there will be delays as they search for a new DPW Superintendent.
I share the frustration of many of you who have been seeking this for over three years, with more accidents occurring, and will continue to follow up to ensure the project is completed.

2) Cross walks & line painting:
New cross walks have been installed at Mayer Field and Westfield Road.

Line painting has continued with additional crosswalks completed. I have followed up on the hash lines coming up to Apremont Highway where the right lane is closed as drivers have begun to use it as a lane.

3) Mayor Josh Garcia:
I had the opportunity to meet with our new Mayor Josh Garcia on November 8th. We had a collaborative discussion on a number of issues. We share common ground on seeking to keep Holyoke an affordable place for residents to live, including those who have retired after paying off their homes and now have fixed incomes, while facing ever increasing taxes and fees. We also discussed the importance of economic development as well as the energy (natural gas and electricity) required to support new and expanded business development. I look forward to working with our new Mayor to make Holyoke the best City it can be for all of us.

4) Mayor Discolored water issue:
Due to calls about the persistent brown color to our water, I followed up with our Water Department Head Dave Conti. This has lasted longer than usual partly due to the weather and also because improvements that are taking place to the water system led to some temporary changes in how they manage the water. This issue should be resolved soon and it is expected it will not occur to this extent next year.

5) Comcast:
I have recently received complaints about the Comcast service including internet being dropped, slow speed of internet, and some issues with phone and TV. Please let me know if you are having issues, So far the affected area is in West Holyoke off of County Road.

Hi Everyone:

New Update to October items in green
This is just a reminder that Thursday is the FINAL MAYORAL DEBATE as we go into the election next Tuesday, November 2.
Do join us if you can at the Holyoke High School North on Thursday evening.
The doors will be open early - 5:30, and the debate itself will begin promptly at 6:30.
We're even supposed to have good weather!

This debate is a volunteer effort by the Holyoke Taxpayers Association board of directors as we continue to support our philosophy that "An informed taxpayer and voter is a more effective citizen."

1) Sewer Rate:
The sewer rate was taken up at the last city council meeting in September and a compromise rate of $7.50 was passed. A rate of $8.05 (from $6.65) had been proposed. My position is that we should continue to support the lowest rate possible and hold rate payers who owe money accountable.

2) Light at Apremont Hwy and Rt 202:
The installation is planned to be completed in October as of this update.

3) Old Geriatric Authority property:
The closing on the sale took place on September 30, 2021. Permitting regarding fence height is being addressed for safety at the site. Demolition is planned to occur in the next few months.
Please see below for details from a recent letter sent from the Western MA Behavioral Hospital's development team:
  • Abatement mobilization is scheduled for early next week as we have been prepping behind the scenes to start immediately following the closing on the land. The overall duration for Abatement and Demolition work is projected to last around 5-6 months, and we are exploring opportunities to accelerate this timeline.
  • "New Construction" will then follow Abatement/Demolition with an approximate start date in March 2022.
  • Over the next couple months we will be planning our official "Groundbreaking" activities. Our goal is to abate and demolish the buildings before an actual groundbreaking ceremony is held (for safety concerns). We look forward to providing you with updates as the details are formalized for this event.
4) Cross walks, line painting, sunken man hole covers & traffic:
Crosswalks: New cross walks are being installed at Westfield Road at Mayer Field to improve safety in that area.

Flashing beacons will be installed at Homestead and Kane and Homestead and Pynchon Roads. They are funded through a state grant and will improve safety on this very busy road.
Line painting has begun. Schools and parks have been completed first. Other crosswalks remain to be completed. Please let me know if something is missed near you.

5) Election Season:
Please vote in the election on November 2nd!

6) Kane Road repairs:
After making the road issues known to DPW and Suez the road repairs are being made!
Sometimes it takes longer than we hope, but perseverance is part of getting the needed improvements done.

September 2021 Update from Linda

Hi Everyone: Happy Fall!

1) Budget:
Our Acting Mayor Murphy decided to use a portion of the money for long term capital expenses and for current programs. This will help to reduce the long-term costs for some infrastructure projects and complete some housing projects.

2) Sewer Rate:
The sewer rate was not taken up at the last city council meeting in September. A rate of $8.05 (from $6.65) has been proposed. For the past few years, the general fund has been supporting the sewer fund meaning those who do not have city sewer are paying for the sewer service. My position is that we should support the lowest rate possible and hold rate payers who owe money accountable. Various rates were proposed. I supported the lower rates, but those seeking the higher rates would not join and 9 votes are required to pass a rate.

3) Apremont Hwy/Rock Valley intersection:
A revised traffic pattern was being tested at the Apremont Highway/Rock Valley intersection. Due to feedback from you and a site visit in September with Bob Pierent, Mayor Murphy and me a revised test pattern is being evaluated. The most concerning issues were the line of sight and speed of cars traveling down the Apremont hill when taking a left from Rock Valley on to Apremont and difficulty taking a right from Rock Valley on to Apremont quickly enough with no line of sight for cars coming from Apremont toward 202.
The original test pattern has been removed and it is not known if another test will be installed at this time.

4) Light at Apremont Hwy and Rt 202:
The installation is planned to be completed in October as of this update.

5) Old Geriatric Authority property:
The sale is now expected to be finalized by the end of September or early October. The permitting regarding fence height is being addressed for safety at the site.

6) Line painting, sunken man hole covers & traffic:
These concerns remain problematic here in Ward 5 and throughout the city. DPW reports that road line painting should begin today, September 28th. I forward your reported concerns to our DPW and/or file orders with the City Council as needed.

7) Election Season:
I hope you voted on September 21st! We now have two finalists for Mayor this year. Mike Sullivan topped the ticket with the most votes and Joshua Garcia earned the second slot. The turnout was lower than expected at 19%, even with mail in voting, early voting, absentee voting and in person voting on the 21st. Please review the candidates for all offices and vote in the election on November 2nd!

1) Budget:
Money has been made available to the City from Federal tax dollars which can be used over the next two years. This money is one-time and is not ongoing funding for the city government. I am asking our Mayor to use as much of the money as possible for long term capital expenses that will help to reduce the ongoing cost to the city and give taxpayers the best long term result from the funding.

2) Sewer Rate:
A rate of $8.05 (from $6.65) has been proposed and there will be another City Council meeting to attempt to set a rate. For the past few years, the general fund has been supporting the sewer fund meaning those who do not have city sewer are paying for the sewer service. My position is that we should support the lowest rate needed to keep the fund balanced and hold rate payers who owe money accountable. Various rates were proposed. I supported the lower rates, but those seeking the higher rates would not join and 9 votes are required to pass a rate.

3) Sunset/Ashley project:
After a citizen's petition, public hearings and overwhelming support from the neighbors in the Sunset/Ashley neighborhood the project is complete! Safety and peace throughout the area has been restored that had been disrupted after the construction of Doyle Drive and the increased traffic from Westfield. It was a complicated problem to solve, but with DPW and our City Engineer along with citizen participation we all worked together to get it done. As your Ward Councilor, it is rewarding when after months and years of effort, a problem can be successfully addressed.

4) Apremont Hwy/Rock Valley intersection:
A revised traffic pattern is being tested at the Apremont Highway/Rock Valley intersection. Feedback from you has been shared with Mike McManus and Bob Peirent at DPW as this test period continues. Feedback shared includes:

So far the feedback has been more positive than negative. A summary of suggestions so far follows:
A suggestion is for a 4 way stop which you have addressed previously:
  • A concern expressed is: when taking the new right on to Apremont from Rock Valley, if you have a large vehicle the center line is crossed before the driver straightens out on the road (it looks like some modifications could be made there for turning right more easily)
  • Fear from drivers coming down the hill at a fast rate if taking the same right ( maybe because it is closer to the hill...)
  • Suggestion for more tree trimming on Apremont so if someone is stopped to take the left on to Rock Valley they can be seen better and sooner by those behind them
  • More signage has been requested: such as left turn sign
  • One idea: could we add a sign on the hill-when coming down Apremont- (traffic entering ahead) or something to that effect?
If there are other concerns or ideas please let me know or contact DPW directly if you prefer.

6) Old Geriatric Authority property:
The sale should be finalized soon this month. Some permitting regarding fence height is being addressed for safety at the site.

7) Homestead Avenue & Neighborhood Watch:
Recently there have been drive by shootings on Homestead Ave, twice at one location! If neighbors want to set up a Neighborhood Watch group as we had in the past here in Ward 5, please let me know and I will set up an organizing meeting as soon as possible.

8) Pot holes, sunken man hole covers & traffic:
These concerns remain problematic here in Ward 5 and throughout the city. I forward your reported concerns to our DPW and/or file orders with the City Council as needed. While it is a frustrating situation, the needs currently exceed our resources. Hopefully some of the COVID $ can be used for these issues. Our Mayor will be deciding how to use the money (approximately $14M) within certain rules that have been set by the Federal Government. The DGR Committee will meet tomorrow to recommend use of the money for local improvements to our Mayor.
9) Election Season:
We have seven certified candidates for Mayor this year! There will be a primary election on September 21st. Please vote as you will determine the two final candidates in the November election.

10) Sidewalks:
There may be an opportunity to make repairs to existing sidewalks throughout the city. I am checking throughout the ward, but also ask that you let me know if there is a sidewalk in your neigborhood that should be on the list.

July 2021 Update from Linda

Ward 5 Update July 2021
Hi Everyone: Happy Summer!

1) Budget:
The City Council made some cuts ($434,250. as reported by the Clerk) to the budget presented by Mayor Murphy leaving approximately 1M dollars of expenses to be covered to balance the budget. Among the cuts were the elimination of an additional Captain in the Police Department (there are currently three (3) and the budget would have increased it to four (4). Due to the con- tinuing budget deficit, it is not the time to add positions to increase the size of city government when taxpayers are still suffering from effects of the covid shutdown, including high unemploy- ment.

2) City Hall is open!
City Council is now meeting in chambers with an option for those to use remote technology also. Masks are no longer required in City Hall, but of course anyone who chooses to wear one may do so.

3) Sewer Rate:
A rate of $8.05 (from $6.65) has been proposed and there will be a public hearing on July 28th at 7PM. Our Mayor has stated this rate is needed to balance the sewer fund that need to be self-sup- porting. For the past few years, the general fund has been supporting the sewer fund meaning those who do not have city sewer are paying for the sewer service. My position is that we should support the lowest rate needed to keep the fund balanced.

4) Sunset/Ashley project:
After overwhelming support from the neighborhood and a long test closing of the streets, the per- manent project for the construction of sidewalks has been approved! A pre-construction meeting will take place this week and a date for the work will be determined. Gomes Construction will be the contractor for the project.

5) Apremont Hwy/Rock Valley intersection:
Once the jersey barriers are removed from Sunset & Ashley, Mike McManus, DPW Superintend- ant, has indicated they will be placed at the longstanding problematic intersection at Apremont & Rock Valley Road. They will alter the traffic pattern to test the change for improved safety at that intersection.

6) Light at Apremont Hwy and Rt 202:
The installation is planned to be completed in October.

7) Old Geriatric Authority property:
Mayor Murphy has indicated the property sale will be finalized in August. Traffic concerns for the area and the intersection of Westfield Road & Holy Family road will need to be addressed through the site plan review process for the hospital construction.

8) Neighborhood Watch:
In an effort to ensure neighborhood safety and collaboration, I am working with Ed Caissie and Madeline Fernandez from the Sheriff"s Department along with a neighbor coalition for the Holy- oke Safe Neighborhood Initiative. An initial team building/neighborhood clean up took place at Tokeneke in May.

May 2021 Update from Linda

1) Budget:
Acting Mayor Murphy has submitted a budget for the next year with an increase of 2.28%. While this sounds like a small increase, we continue to budget for more expenses than anticipated revenue. While we will receive a one-time payment due to COVID it will be spread over two years and is not a continuing revenue source.

2) Acting Mayor:
After a one-time Charter change so the City Council could elect an Acting Mayor, City Councilor Terry Murphy was elected to fill the position until November. He brings a strong work ethic to the role and will serve our City well.

3) Marijuana:
The ordinance was updated, mostly to bring it in line with current local operating practices. The most significant change includes local deliveries by Holyoke residents. Other communities were already delivering in Holyoke, so now our residents can participate.

4) Discussions continue on city employee pay:
I continue to support increased pay for the lower paid city employees. The salary study ranges were approved without my support because of extreme increases made for higher paid employees in a time when residents and businesses have been struggling financially.

Some Councilors have repeatedly pushed to pay a now, ex-employee $11,000 for past years of work. This has failed to pass three times and I hope the matter is now closed. It is not the time to pay out tax payers hard earned money for someone for prior years who is no longer an employee and was never a Holyoke resident.

5) City Hall remains closed at this time: Planned re-opening June 1st
Mayor Murphy has indicated City Hall will open on June 1st. The Governor is lifting COVID restrictions as of May 29th. I urged the City Council to meet in Council Chamber ASAP. The zoom meetings are becoming problematic with intermittent attendance by members with increasing rules and voting issues arising.

March 2021 Update from Linda

Hi All:
1) TRASH TRASH TRASH! Many of you have called or emailed due to repeated delays in trash and recycling pick up. If you are not signed up for notices from DPW and the city here is the link:

In the last few days the communication has improved as far as schedules to catch up! We hope things will be caught up by the end of next week. While it has been frustrating for us, the DPW workers have been working hard throughout the covid pandemic and we thank them for the efforts! New trucks will be ordered and we look forward to full staff as covid numbers continue to improve in our City!

2) Mayor planning to resign to take position in Provincetown MA. We will be busy setting up a plan to continue the business of our city in anticipation of the election in November. When more details are known you will be updated. The plan is for the President of the City Council to assume the role of Acting Mayor on a temporary basis.

3.) Chickens: After much discussion, our City Council decided that our current ordinance that allows chickens in the RA zone by right is a good local law. It remains in place so that those in the residential/agriculture zone can keep chickens.

4) Discussions continue on city employee pay. During the last committee meeting the committee voted to give one city employee a $13,000 increase. This issue continues to be discussed in the committee and has not been sent to the city council for a vote yet. While I support a market based pay scale for city employees, I cannot support raises such as this when our citizens are in dire financial situations due to covid and severe business restrictions that have been in place for a year now. My top priority is to improve the entry level pay and pay rates for our lower paid employees in our city,

5) City Hall remains closed at this time. Appointments can be made. I have asked each department head to provide the days and hours that they are present in their official office during the week. The City Council approved this request and the schedules are to be posted on www.holyoke.org

February 2021 Update from Linda

Hello Everyone!
I hope you are doing OK and staying safe during this relentless Covid 19 pandemic. As a nurse and Health Services Director, I see first hand the effects of this terrible illness on our elders each day.

1) Covid 19 Update:
Our Health Department Director, Sean Gonalves, sends out updates on a regular basis and they can be found on my website at lindavacon.org. Yesterday, he let us know that our Council on Aging will be providing assistance for eligible elders to obtain the Covid vaccine. If you are 75 or older and need assistance to register for the Covid vaccine, please call the Council on Aging at 322-5625.

2) Apremont Hwy/Rock Valley Road intersection:
After your and my continued requests to the Public Safety Committee, the DPW reviewed the intersection again and recommended a three way stop be installed. The full City Council approved this project and it is scheduled to be completed in the spring of 2021. We all look forward to this safety improvement.

3) Trash and recycling pick up delays:
This issue that has occurred due to manpower and equipment/vehicle issues as well as waiting to dump at the collection sites, was addressed this week in Finance Committee. Vehicle repair costs and the age of vehicles was reviewed as well as the cost and possible funding for new vehicles. This issue will be further addressed in the coming weeks.

4) Recent resignation of Treasurer Sandra Smith:
After many years of service to our City, Treasurer Sandy Smith, submitted her resignation effective the end of February. We will miss her, but will need to take steps promptly to ensure continuation of her office until the election in November of 2021 when there will be elections for Mayor, Clerk, Treasurer, City Council and School Committee.

Important notice: City Council meetings, Property tax bills

City Council meeting of April 21, 2020. Linda advocates for public input at these meetings
Hi Everyone!
Since we cannot meet during this Corona virus pandemic, I wanted to send you a quick update. The City Council meetings will be held and broadcast on Channel 15.

They will look different because we will be meeting on Zoom remotely, but you will be able to view the meeting and hear the discussion.

I urge you to continue to follow the safety recommendations during this period. If we do, our results will be better than the early predictions.
The safest path is to stay at home unless essential activity is needed and maintain 6 feet of distance when you go out.

Face covers are currently recommended if you will be within 6 feet of another person, but care must be taken that they do not become contaminated or they do no good. Make sure you wash a cloth face cover EVERY DAY!

For those who are suffering financially now,
the Property Tax bill deadline has been extended from May 1st until June 1st. If you pay by June 30th, interest and fees will be waived (this includes vehicle excise tax). You can check on the city web site Collectors office for more info, at HOLYOKE.ORG

Letter to Editor:
On April 7th the City Council adopted an order "That the City of Holyoke through the Mayor reach out to the Sheriff's department for the possibility of relocating the Howard Street program to the site of the former GAH building."

This order was redundant since the Mayor had already contacted Sheriff Ashe two months prior to the order, when it was noted the renovation costs might be too costly per the Sheriff's department. (April 13th Republican article).

It was understood that a proposal would come before the City Council for review prior to any approval.

However, on April 16th it was announced that a lease arrangement had been completed. Then on April 21st the City Council was given a legal opinion that the Mayor did not need to come before the City Council as the agreement is NOT a lease, but a license to use the property. At that same meeting Sheriff Ashe made a statement indicating the space needed very little renovation.

What happened to the promise of transparency made by Mayor Morse? Again, a lack of transparency by this Mayor and his administration is the rule when doing business in Holyoke.

Then, on April 23rd at the neighborhood meeting at Devonshire, a resident asked for a traffic study for the intersection at Lower Westfield Road and Holy Family Road as that intersection was already problematic when the Geriatric Authority was open. A review of the Western Massachusetts Correctional Alcohol Center website indicates there will be 182 inmates the former GA building (164 men and 18 women), twice the number of residents when the GA was open. While it was stated that a traffic study would not be completed, the increase in residents and trips indicate that this request is reasonable. As a good neighbor, maybe the Sheriff's department can assist with this matter, perhaps with the $120,000 annual savings they will realize with the agreement the Mayor has approved.

If the City Council had an opportunity to review this deal some questions I would ask include:
  1. What is the safety plan?
  2. What is the mitigation plan for increased traffic at an already problematic intersection?
  3. Why is the agreement providing a $120,000 savings per year for the program when we are in a $3 million dollar deficit?
  4. What assurance is there that this program will vacate the property in 18 months?
  5. What steps will be taken in the next 18 months to ensure that the highest and best use of the former GA property will be realized?
While we can all agree that we need added revenue, can we also agree that it is better to do the business of the city in public?

    Ward 5 Update

    A Ward 5 meeting was held on July 20th at Pilsudski Park for interested residents. The topic was a project update on the old Mountain Road Firing Range.

    The City of Holyoke owns 19 acres where the firing range was put into place a number of years ago. The land was taken under eminent domain in 1924 to provide shooting practice for the National Guard. The city obtained a grant to assess the land for any contamination. High levels of lead were found in expected areas that were heavily utilized for shooting practice. It is anticipated that clean up will start in the fall. Approximately 2 (two) of the 19 (nineteen) acres are contaminated.

    It is hoped that the available funding will reduce the contamination from the level of imminent danger. There are also wetlands and endangered species on this land that complicate the situation.

    As understood at this time, if the initial clean up is successful, then the land could be used for passive, green, or commercial purposes, but not other purposes. It is possible to seek additional funding for further clean up. The land is currently zoned RA.

    Those in attendance were promised an update as progress continues on the site.

    Hosted by Jeff Hayden, Director, Kittredge Center, Holyoke Community College


    Linda thanked Jeff Hayden for hosting this informational meeting.
    Approximately 20 residents met at the Kittredge Center at 5:30 for an information session on the proposed roadway between route 202 and the HCC ring road provided by Jeff Hayden.
    Updates for Ward 5 and city wide project updates were provided by Linda Vacon.
    Linda gave an overview from the May 19th meeting at Pilsudski Park, including updates on the library, the senior center and the data center, which are all on track at this time.
    She noted that the last budget hearing will take place Wednesday evening and if there are any budget concerns, to please contact her with any issues or questions.
    The list of roads to be reconstructed (Bayberry Dr., Blackberry Circle, Applewood Lane, and Blossom Lane) was provided. The resurfacing of the upper portion of Apremont Highway is also to take place later in the year.
    Jeff Hayden provided an overview of the road project: The proposed road will run from the day care on the HCC campus out to route 202 across from Sunset (with a light at that intersection).
    The proposed road is designed for the following reasons:
    1. To alleviate traffic congestion on Homestead Avenue
    2. Safety (2-3 accidents per year at each intersection near HCC
    3. To develop land near the day care for increased learning and employment opportunities on land adjacent to the college, owned the HCC foundation.
    Issues related to the road project include:
    1. Permit must be granted by the National Heritage group (re: endangered species)
    2. Permit must be granted from the Holyoke Conservation Commission (there are wetlands on the parcel).
    3. The Water Commission owns the land that the proposed road will run through and HCC is currently discussing options with them.
    4. There is money available for the project that will expire if not used. HCC has filed for an extension and they hope to hear by mid-summer.
    Jeff Hayden also provided an update on the transportation center:
    The transportation center is slated for completion this summer. It will include the bus terminal and day care services, as well as Holyoke Community College programs and other adult education providers. Classes such as GED, English as a second language, and three different credit courses, hopefully offered during one block of time will be scheduled at this location. The hours of operation will be from 8AM to 10PM. It is anticipated that this programming will relieve some traffic at the main campus of HCC and increase positive activity downtown.

    On Thursday February 25th, a group of about 20 residents gathered at Dino's Restaurant on Homestead Avenue to hear updates, ask questions and make suggestions. The topics were wide ranging, from traffic to publishing a list of those who owe back taxes.

    Two traffic studies for the intersection near the old Atlas Copco and the intersection at the Mall were distributed for review. Linda explained that grant funding was available for the studies, but money is not available to make the changes at this time. One idea is that the improvements could be made as part of a plan for any future business development either at the Atlas Copco site or on the Whiting Farms Road site.

    Linda gave the following updates:
    • Streets in the berry bowl and Apremont, from Pucs to Rock Valley will be resurfaced this year, spring or fall. Route 202 will be resurfaced from the reservoir to the Westfield line.
    • The sidewalk on Apremont will be resurfaced this year, also.
    • Dunkin Donuts will be going in at the Shell station near the entrance to the Mall as the plan has been approved.
    • During orientation to different city departments, Linda learned that the Geriatric Authority owes the city $552,742.77 for health insurance expenses for the past three years.
    • A proclamation will be requested in celebration of Florence Nightingale at the request of Jean Walachy. It will be presented at the 1st City Council meeting in May.
    Suggestions made or issues raised by those in attendance included:
    • When there is a lot of heavy snow, could the small city plow or private plowers help elderly who have a hard time clearing the end of the driveway after the large plows go by?
    • Ashley Road area curling to Mason has a line of evergreens on city property that need trimming or cutting
    • It was questioned if the loops at the Atlas Copco intersection are working. It was thought that the lights are now timed only
    • Publish a list in the paper of those who have not paid their taxes
    • Please place the speed monitor on Mountain Road. Speeding cars continue to be a problem
    • Could Holyoke look into setting up the automated wellness call program for elders such as the one in Amherst?
    • It was noted that a plow at one point after the last storm was plowing water rather than snow
    • a request to extend the sidewalk from Sunset to the reservoir while the road is being resurfaced

    Planning Department Hearing on the proposed Lacasse subdivision off County Road

  • Description: PUBLIC HEARING NOTICE
    The Holyoke Planning Board will hold a Public Hearing on Tuesday, November 10, 2009 at 6:30 p.m. in the 4th Floor Conference Room, City Hall Annex, Holyoke, Massachusetts to hear the application for a Definitive Subdivision Review for Lacasse Estates, submitted by Raymond Lacasse for the property located at 44 County Road, parcel 197-00-009.

    Raymond Lacasse is proposing to subdivide the 6.15 +/- acres into 2 parcels, including the construction of a roadway.
    The original idea called for 3 lots, but the 2 acre minimum per lot could not be met after the roadway area was factored in.
    Now calling for 2 lots and a short cul-de-sac off of County Road called "Robby Circle".

    Update:
    The Planning board gave the go-ahead for this project, subject to resolving a couple of mior details related to utilities. The plan enters into a 20-day appeal period, starting from the day the City Clerk's office time stamps the documents, which should be on or about Nov. 30.

Without the Celebrate Holyoke event, the City needed a boost and great weather and an even greater turnout spelled success in 2007.     Campaign Kickoff Party

    An upbeat, crowd danced to the Floyd Patterson Band at the Campaign Kick off party by the Committee to Elect Linda Vacon, held on May 10th at Pilsudski Park. Announcements included a Thank You to those who signed the sheets for Linda Vacon to appear on the November ballot for Ward 5 City Councilor. The signatures were filed before the kick off party! Linda also promised to reject a pay raise for City Councilors should it come to a vote should she be elected. She cited the high taxes and increased fees throughout the community as reasons for City Councilors t o serve as role models for fiscal restraint. The campaign team is ready to go with many past supporters already pledging their assistance. Look for Linda in your neighborhood.

    A Property Tax Abatement workshop was held Saturday, May 5th at the Kittredge Business Center at HCC. The event was hosted by the Holyoke Ward 5 Republican Committee and all Holyoke taxpayers were invited to attend.
    Residents showed up and learned how to fill out a tax abatement form and also how to appeal the decision if an abatement request is denied by the Assessor's Office.

    Local Organization Helps to Raise Tax Awareness
    HOLYOKE, MASSACHUSETTS (WWLP) - Wednesday night in Holyoke, one civic group was trying to help residents become more informed. The purpose for the public forum was to educate citizens on how real estate property taxes work, and how people can help keep future rates in check. About 50 people attended the forum at the new Kittredge building on the campus of Holyoke Community College. �It's to educate people so when they hear of plans and ordinances by the city committee, tax rates setting and all that, they'll hopefully know if this is a good thing for us in the long run or not� said Keith Davis, the coordinator of the tax forum event. The Ward 5 Republican Committee organized the meeting. Previously, the group had a public forum on charter schools, and will hold future events as well.

    The Election ends!
    In a very close race, Linda narrowly misses winning the Holyoke Ward 5 City Council seat. She wins Ward 5 Precinct A, 554 to 526 votes, but loses in Precinct B, 402 to 257 votes.
    The campaign team met after the polls closed at JP's Restaurant in a very celebratory mood. Linda thanked the dedicated team that helped with the campaign. Linda's husband John presented her with a bouquet of flowers.

    I can finally say I have personally visited people on every street in Ward 5, many a couple of times. It has been rewarding, invigorating and informative! Thank you to all who have taken the time to speak with me or review my information sheet.     Thanks to the Rock Valley Neighborhood Association for hosting a 'Meet the Candidates' night, September 23, 2005, held at the Hampton Ponds Accociation building on Rt. 202 in Westfield.
    Over 15 candidates, both incumbents and challengers, from Wards 5 & 7, At-Large and Mayoral races in Holyoke attended. Like each candidate, Linda spoke of her plans to help the Ward 5 and all Holyoke residents and later fielded questions from interested individuals.

    During the last three weeks I have had a chance to meet and speak with many of you here in ward 5. The weather has been great and so far the daylight has given me a couple of hours each evening during the week along with weekend visiting. Going from home to home reminds me of my "visiting nurse" days and I am developing a good list of issues and ideas from our discussions. I look forward to meeting more of you in the next few weeks. Thank you to all who have allowed me to place signs in front of your homes. The positive feedback so far is very encouraging! As your Councilwoman, you could count on me providing continued opportunities for your input and participation in your city government.

    Thanks for Neighbor to Neighbor for hosting a Candidates" Night at the Donahue School. Over a dozen candidates participated in the forum. Special thanks to Lena Entin who provided Spanish translation since my second language includes only a little bit of French! Following the formal question and answer session, we were all treated to some great food prepared by the Neighbor to Neighbor volunteers. It was a worthwhile and interesting evening.

    Updates from the campaign trail continued.....
    During the weekend of May 28th our team visited many homes throughout the neighborhood. We had a chance to visit with some of you since it was one of the first nice weekends. By the end of the first week in June my team and I have visited over 1,000 homes in Ward 5. I feel fortunate to have met so many friendly people and look forward to listening to you and talking with you in the future. Thanks go out to my campaign committee members, Keith Davis and Pres Macy, Door hanger project team members, Gary and Laurie Gaulin, Mike Franco, Marie White, and last, but not least, my husband John! We met a lot of nice people, got some fresh air and some good exercise!

    Linda served as the event committee Chairperson for this community dinner forum held at the Elks Lodge in Holyoke, February 10, 2005. The guest speaker was Stephen Adams from the Pioneer Institute who gave an informative and interesting talk on Charter Schools and vouchers. The event was attended by over 40 people. Many in attendance commented favorably about the food and the quality of the event.
